7. ପୁଣି, ରାଜାର ଓ ଅଧ୍ୟକ୍ଷଗଣର ଆଜ୍ଞାନୁସାରେ ସେ ନୀନିବୀର ସର୍ବତ୍ର ଏହି କଥା ଘୋଷଣା ଓ ପ୍ରଚାର କରାଇଲା, ଯଥା, “ମନୁଷ୍ୟ କି ପଶୁ କିଅବା ଗୋମେଷାଦି ପଲ କେହି କିଛି ଆସ୍ୱାଦନ ନ କରୁ; ସେମାନେ ଭୋଜନ କି ଜଳ ପାନ ନ କରନ୍ତୁ;
